Very similar to youtube live streaming.
After creating an event with the needed details (date, time, thumbnail etc.) you can send calendar invites or copy the link and share with your organization/institution.
The audience won't be able to see the broadcast until you start the event.
You can choose/setup the encoder by clicking 'Start setup" and select from the dropdown menu. You can also copy the ingest URL of the event onto the encoder.
Once the preview from the encoder comes thru, you can start the event.
Finally when the event has come to an end, after clicking "End event", the video will be available for later use in the stream library.
2. Uploading a Video - https://docs.microsoft.com/en-us/stream/portal-upload-video
You can upload or simply drag and drop videos on to channels/groups (where you want it to be seen).
In the "Details" of the video under descriptions, with the relevant time stamps you can display something like a table of contents. You can also included related hashtags. This will make it easier for the audience to jump to the different parts of the video that they'd like to rewatch. The hashtags help the audience to view other videos that are of similar interest/topic.
It is very important to select the language spoken in the video. This enables the software to generate closed caption files, which will enable the viewers to be able to use the 'deep search' function that can be used to help search content (3).
You can select who can view/edit your video by people, groups and channels of your organization.

The Search box at the very top of the home page can be used for this.
You can narrow down your search by videos, people, groups and channels. You can sort your search results by relevance, trending, by date, etc.
You can search for anything in particular in a video thru this function that display results from the transcripts/descriptions/closed captions of a video. Once you find the video and click the time stamp that displays the content you are looking for, you will see that the video quickly jumps to that section.
You can also instantly share this particular section with anyone in your group or channel thru the 'share' function.
4. Channels and Groups
You can use channels and groups to grant permission to your videos.
Channels can be followed by people. Channels can be set up as to the whole organization or only a particular group in the company.
Groups can be used to organise videos and control access to videos. Viewers and editors can be restricted accordingly. You can make separate channels in a group.
